The Seventy-first Session of the Commission

New York, 26 July to 6 August 2010


The International Civil Service Commission (ICSC) held its 71st session at United Nations Headquarters in New York from 26 July through 6 August 2010. The United Nations Under Secretary-General for Management welcomed Commission members and session participants when the Chairman opened the session, and Commissioners had informal meetings with Secretary-General, Mr. Ban Ki-Moon, on the margins of the formal session.

The Commission worked on a wide range of topics even if, to a large extent, the work of the 71st session was focused on the problem posed by the harmonization of conditions of service for common system staff assigned to non-family duty stations. The Commission made the methodology for the education grant more precise and reviewed the levels of the grant. It concluded its review of the termination indemnity in line with a request from the General Assembly. The Commission made its biennial review of the children’s and secondary dependents’ allowance and made its recommendation on the review to the General Assembly. The Commission also recommended an adjustment to the base/floor salary scale at 1st January 2011, and reported to the General Assembly, under its standing mandate, on the evolution of the United Nations/ United States margin. It also reported to the General Assembly on the successful completion of its grade equivalencies study between the United States federal civil service and the United Nations system.
