The Fortieth Session of the Advisory Committee on Post Adjustment Questions

New York, 26 February to 5 March 2018

At this session, the Committee reviewed the report of an expert consultant that was appointed by the Commission to review the methodology underpinning the post adjustment system, in response to concerns expressed by Geneva-based organizations and staff federations about the methodology at the Commission’s 85th session. The Committee also considered a range of methodological issues related to some of the consultant’s recommendations, including (a) a review of the methodology for estimating the rent index for group I duty stations; (b) a progress report on the secretariat’s efforts to build a price database for New York according to the specifications of the European Comparison Program (ECP), that can be used for price comparisons with all ECP-covered group I duty stations; and (c) some proposals regarding the estimation of the housing index: the treatment of housing related expenditures from homeowners, and the calculation of the index for duty stations with small staff populations.
